UNICEF has announced the opening of applications for the position of Education Specialist within its team in Cairo, Egypt, under a Fixed Term Appointment contract. The position aims to support the development and implementation of education programs and promote evidence- and data-based education policies, with a focus on improving the quality of education, equity, inclusion, and enabling the most marginalized and disadvantaged children to access fair educational opportunities.
The selected candidate will work under the supervision of the Chief of Education and will contribute to education program planning, results monitoring, decision-making support, research development, and the improvement of monitoring and evaluation systems within UNICEF’s education portfolio.

Duties & responsibilities
The responsibilities of the Education Specialist include:
- Supporting the development and planning of education programs in line with UNICEF’s goals and standards.
- Providing strategic leadership in education policy analysis, education sector financing, and the fair and efficient allocation of resources.
- Leading the education research and evidence agenda, and ensuring the use of high-quality data in the design of programs and policies.
- Overseeing monitoring and evaluation systems for the education portfolio.
- Following up on the implementation of programs and projects and ensuring that the required results are achieved according to UNICEF standards.
- Providing technical and operational support for the implementation of education programs.
- Building partnerships and communicating with stakeholders in the education sector.
- Strengthening knowledge management within the Education Section.
- Supporting evidence-based decisions to improve learning outcomes and promote inclusive and equitable education for children.
Eligibility criteria
To apply for the position, applicants must meet the following requirements:
- The applicant must have a master’s degree or equivalent in education, economics, public finance, or any related field.
- The applicant must have at least 5 years of professional experience in areas such as program management, education financing, education research, social policy, national system reform, public finance, or public budgeting.
- Strong skills in results-based management, analysis, education policy analysis, and financial analysis.
- Fluency in English.
- Knowledge of Arabic is a strong asset.
- Knowledge of another official United Nations language, such as French, Spanish, Russian, Chinese, or Arabic, is an additional asset.
- Experience in developing countries, within the United Nations system, or with international non-governmental organizations is an additional asset.
- Experience in quantitative research and data analysis is preferred, including the use of artificial intelligence tools.
- Experience in development, fragile, or humanitarian contexts is an additional asset.
