Opportunity description

The International Organization for Migration (IOM) has announced an international professional job opportunity for the position of Finance Officer at the P-2 level in its country office in Algiers, Algeria.

The Finance Officer will support the management of financial functions, budgets, and accounting in IOM’s office in Algeria, in coordination with the Resources Management Officer, the Regional Office, Headquarters, and the Global Shared Services Centre.

The role includes monitoring expenditures and budgets, ensuring compliance with financial policies and donor requirements, preparing financial reports, supporting audit processes, and supervising and strengthening the capacity of the finance team.

Duties & responsibilities

The Finance Officer’s responsibilities include:

  1. Supporting the Resources Management Officer in overseeing the financial management of all country office activities and programs.
  2. Monitoring financial expenditures and ensuring accountability and proper use of resources.
  3. Conducting preliminary financial analysis for programs and projects.
  4. Following up on budget control processes and the implementation of internal control systems.
  5. Providing technical support to program and project managers to ensure compliance with IOM policies and donor requirements.
  6. Ensuring that accounting data is entered correctly into the Enterprise Resource Planning (ERP) system.
  7. Maintaining accurate financial records and electronic and physical files of supporting documents.
  8. Reviewing monthly accounting closure records, ensuring their accuracy, and submitting them on time.
  9. Contributing to the preparation of the office’s annual budget and the budgets of new programs and projects.
  10. Verifying that salaries are correctly allocated to project budgets.
  11. Preparing and coordinating financial reports according to the requirements of the organization and donors.
  12. Coordinating with Headquarters, the Regional Office, and administrative centers on financial and administrative activities.
  13. Supervising finance unit staff and managing their performance and development.
  14. Supporting administrative functions related to recruitment and staff management when needed.
  15. Preparing cash flow forecasts and monitoring funds disbursed on a daily basis.
  16. Verifying the receipt of project funding in accordance with donor agreements.
  17. Proposing improvements to financial and accounting procedures.
  18. Training staff and sharing knowledge in finance, budgeting, and compliance.
  19. Supporting internal and external financial audits of projects.
  20. Performing any other duties related to the position.

Eligibility criteria

Applicants must have one of the following qualifications:

  1. A master’s degree in accounting, business administration, or a related field, with at least two years of relevant professional experience.

Or:

  1. A bachelor’s degree in one of the above-mentioned fields, with at least four years of relevant professional experience.

The following professional certifications are considered an advantage:

  1. Chartered Accountant.
  2. Certified Public Accountant (CPA).
  3. CIMA certification.
  4. ACCA certification.
