Opportunity description

The United Nations Development Programme (UNDP) is offering a full-time position for a Technical Specialist in Governance, Social Inclusion, and Gender in Cairo under a one-year national contract at the NPSA-10 level.

The selected candidate will provide technical and strategic advice and contribute to the design and management of projects related to governance, social protection, women’s empowerment, anti-corruption, social inclusion, and digital transformation. The role also involves coordinating project teams, monitoring budgets, results, and risks, and building partnerships with government institutions, donors, and civil society organizations.

Duties & responsibilities

  • Provide technical and policy advice in the areas of governance, social inclusion, and gender.
  • Analyze the political, social, and economic context in Egypt.
  • Contribute to the preparation of project documents, annual work plans, and budgets.
  • Support the design and management of digital governance and digital public infrastructure projects.
  • Contribute to social protection programs and women’s economic empowerment initiatives.
  • Support initiatives related to anti-corruption and integrity promotion.
  • Contribute to projects focused on administrative and fiscal decentralization and inclusive rule of law.
  • Oversee the implementation of project activities in accordance with approved plans and budgets.
  • Coordinate the work of project teams, experts, and consultants.
  • Prepare terms of reference for experts and participate in candidate evaluations.
  • Monitor financial resources, analyze project progress, and identify risks.
  • Prepare narrative, financial, and donor reports.
  • Monitor the quality of project outputs, publications, and policy papers.
  • Build partnerships with government institutions, United Nations agencies, donors, and non-governmental organizations.
  • Identify new funding opportunities and contribute to resource mobilization.
  • Organize training activities and document lessons learned and best practices.
  • Develop knowledge-sharing materials and participate in UNDP networks and communities of practice.

Eligibility criteria

Applicants must hold one of the following qualifications:

  • A master’s degree or equivalent in political or social sciences, international law, social affairs, international relations, or a related field, with at least five years of relevant professional experience.

Or:

  • A bachelor’s degree in one of the fields listed above, with at least seven years of relevant professional experience.

Applicants must also have:

  • Advanced experience in providing technical advice, conducting research, or formulating policies.
  • Experience in developing and managing complex projects in governance, social inclusion, or gender equality.
  • Experience in building networks and partnerships and coordinating with United Nations agencies and international organizations.
  • Strong knowledge of governance, inclusion, and participation-related areas.
  • Proficiency in Microsoft Office applications, particularly Word and Excel.
  • Experience using electronic management systems and databases.
  • The ability to manage projects, risks, resources, and multi-stakeholder partnerships.
  • Fluency in both Arabic and English.
  • Knowledge of an additional United Nations language is considered an asset.

Preference will be given to candidates with experience in:

  • Project planning and the provision of technical advisory services.
  • Leading and monitoring projects and programs of a similar size and level of complexity.
  • Integrating a gender perspective into projects and programs.
  • Ensuring the quality and timely delivery of project portfolio activities.
