The United Nations Office for the Coordination of Humanitarian Affairs (UNOCHA) is offering a full-time position for a Humanitarian Affairs Officer – Humanitarian Access in East Jerusalem under a one-year fixed-term contract, with the possibility of extension.
The role focuses on analyzing restrictions affecting humanitarian access in the West Bank and Gaza Strip and monitoring operational and administrative incidents and challenges that affect the work of humanitarian organizations. The selected candidate will also contribute to data collection, analysis, and report preparation, coordinate working groups, and build relationships with United Nations agencies, non-governmental organizations, and local communities.

Duties & responsibilities
- Analyze the challenges and restrictions affecting humanitarian organizations’ access to people in need.
- Monitor humanitarian access trends and propose ways to address existing constraints.
- Support the management and updating of the humanitarian notification system.
- Update the humanitarian access monitoring framework and prepare related reports.
- Collect data and information from United Nations agencies and non-governmental organizations.
- Contribute to the preparation of periodic reports and summaries on humanitarian access.
- Support the coordination and management of humanitarian access working groups.
- Monitor operational, administrative, and bureaucratic incidents in the West Bank and Gaza Strip.
- Build working relationships with humanitarian access stakeholders and partner organizations.
- Communicate with local and international organizations, civil society groups, and local communities.
- Prepare correspondence, information papers, presentations, and briefing materials.
- Organize and participate in field visits to assess conditions and coordination mechanisms.
- Participate in relevant humanitarian meetings and forums.
- Contribute to updating civil-military coordination guidelines.
- Organize working group meetings and prepare agendas and minutes.
- Follow up on the implementation of decisions and actions agreed upon during meetings.
Eligibility criteria
Applicants must hold one of the following qualifications:
- A master’s degree or equivalent in political science, social sciences, law, international studies, or a related field. No previous professional experience is required for applicants holding a master’s degree.
Or:
- A bachelor’s degree in one of the fields listed above, with at least two years of relevant professional experience.
Applicants must also have:
- Good knowledge of the social, political, and economic conditions in the region.
- Fluency in spoken and written Arabic and English.
- The ability to analyze humanitarian information and prepare reports.
- Strong communication and teamwork skills.
- The ability to work under pressure and in complex humanitarian environments.
- The ability to collect, assess, and consolidate information from different sources.
- An understanding of humanitarian assistance, emergencies, and human rights issues.
- Knowledge of civil-military coordination and United Nations security management.
Preference will be given to candidates with:
- Experience facilitating meetings and preparing reports.
- Experience using interactive electronic dashboards.
- Experience analyzing humanitarian access data.
- Previous experience with the United Nations or a similar international organization.
- Knowledge of humanitarian access monitoring and reporting frameworks.
