Opportunity description
UNICEF is offering a professional consultancy opportunity for a National Consultant in Management Information Systems (MIS) and Digital Transformation based in Damascus. The consultant will support the Ministry of Social Affairs and Labour in the development and implementation of digital transformation initiatives, with a particular focus on designing and strengthening a national Social Protection Management Information System. The role aims to enhance the efficiency of social services and support evidence-based decision-making through improved data management and digital solutions.

Duties & responsibilities
- Provide technical support for the development and enhancement of the Social Protection Management Information System (MIS).
- Coordinate with government entities and relevant stakeholders to ensure effective project implementation.
- Support the execution of national digital transformation initiatives and programs.
- Prepare technical recommendations, implementation plans, and strategic guidance.
- Develop operational manuals, procedural guidelines, and technical documentation.
- Conduct training sessions and capacity-building activities for system users and partner institutions.
- Promote and support the adoption of best practices in data management and digital project management.
Eligibility criteria
- University degree in Information Systems, Data Management, Political Science, International Development, or a related field.
- Minimum of 5 years of experience in the design, implementation, or management of information systems and data management solutions.
- Experience working with government institutions and providing technical advisory services.
- Proven experience in training, capacity building, and the development of technical documentation.
- Familiarity with Agile methodologies and digital project management practices.
- Strong analytical, problem-solving, and communication skills.
- Fluency in both Arabic and English, written and spoken.
- Experience with social protection programs or cash transfer management systems is considered a strong asset.
