Infrastructure Project Manager Job with UNDP in Palestine 2026

The United Nations Development Programme (UNDP) is inviting applications for the position of Project Manager – Infrastructure, based in East Jerusalem, Palestine, under a one-year contract.

The Project Manager will lead and manage infrastructure projects implemented under United Nations programmes designed to strengthen resilience and promote sustainable development in East Jerusalem. The role includes overseeing project implementation, managing budgets and technical teams, coordinating with government institutions, development partners, and donors, and ensuring that all activities are delivered in accordance with the highest standards of quality, accountability, and transparency.

The Project Manager – Infrastructure will be responsible for:

• Managing the project and overseeing the implementation of all day-to-day activities.
• Developing work plans, project schedules, and monitoring their effective execution.
• Managing project budgets and resources while ensuring compliance with the approved financial plan.
• Supervising project teams, consultants, and contractors.
• Preparing tender documents, terms of reference, and technical specifications.
• Monitoring project risks, maintaining the project risk register, and recommending appropriate mitigation measures.
• Ensuring compliance with United Nations administrative, financial, procurement, and operational procedures.
• Conducting regular field visits to monitor project progress and implementation.
• Overseeing construction quality, ensuring compliance with technical specifications, safety standards, and project requirements.
• Preparing field mission reports and providing technical recommendations.
• Building and strengthening partnerships with government institutions, donors, and civil society organizations.
• Preparing technical, financial, progress, and performance reports for stakeholders and donors.
• Documenting lessons learned, best practices, and knowledge products to support continuous improvement across the programme.

Applicants must meet the following requirements:

• Hold a master's degree in one of the following fields:
  • Project Management
  • Public Administration
  • Business Administration
  • Engineering
  • Architecture
  • Urban Planning
  • Construction Management
  • Infrastructure Management
  • Or another related discipline
• Alternatively, candidates with a bachelor's degree may be considered if they possess additional qualifying professional experience.
• Candidates holding a master's degree are not required to have prior professional experience.
• Candidates with a bachelor's degree must have at least two years of relevant experience in infrastructure or engineering project management.
• Demonstrate experience in project management, budgeting, procurement, and resource management.
• Have experience working with government institutions, international organizations, or non-governmental organizations (NGOs).
• Possess experience in project monitoring, evaluation, and reporting.
• Demonstrate strong technical report writing skills.
• Be fluent in both Arabic and English.
• Hold a valid membership with a recognized local or international engineering association.
• A Project Management Certification (such as PMP or an equivalent qualification) is considered an advantage.
• A valid driver's license and the ability to travel between East Jerusalem and the West Bank are preferred.
