Opportunity description

The United Nations Children’s Fund (UNICEF) is accepting applications for a Skills Measurement and Learning Assessment Data Use Consultant position. The consultancy will last for 9.5 months and will be carried out remotely, with travel required when necessary.

This opportunity allows education experts to contribute to the development of global learning and skills assessment systems and support governments and partners in designing and implementing modern assessment tools that improve education quality and strengthen evidence-based decision-making.

The consultant will also contribute to developing technical guidance and frameworks, preparing global studies, and supporting selected countries in improving systems for assessing foundational, social, digital, and environmental skills.

Duties & responsibilities

  • Provide technical support in learning assessment and skills measurement.
  • Prepare global studies and reviews on best practices in learning assessment.
  • Develop technical guidance, frameworks, and tools for measuring skills.
  • Prepare knowledge products and technical reports.
  • Support up to six countries in developing skills assessment systems.
  • Contribute to the development of tools for assessing social and emotional skills.
  • Collaborate with governments, ministries of education, and international partners.
  • Support capacity-building initiatives in learning assessment.
  • Contribute to the development of global skills classifications and taxonomies.

Eligibility criteria

Applicants must:

  • Hold an advanced degree, such as a master’s degree or higher, in education, educational measurement, statistics, psychology, data science, or a related field.
  • Have at least six years of experience in learning assessment and skills measurement.
  • Have experience designing and implementing assessment tools and analyzing data.
  • Have experience preparing studies, research, technical frameworks, and guidance materials.
  • Demonstrate knowledge of measuring social and emotional, digital, and green skills.
  • Have experience using digital assessment tools and artificial intelligence in education.
  • Have experience providing technical support to governments and partner organizations.
  • Possess strong research, analytical, technical writing, and training skills.
  • Be able to work effectively with multidisciplinary teams and in international environments.
