The United Nations Children’s Fund (UNICEF) is accepting applications for a Foundational Learning in Humanitarian Settings Consultant position. The consultant will work remotely for a period of 12 months.
Under the supervision of the Senior Education in Emergencies Adviser, the consultant will provide specialized technical support to strengthen UNICEF’s global foundational learning programmes in humanitarian and crisis-affected settings.
The consultant will also contribute to developing technical frameworks and guidance materials, supporting the design and implementation of education programmes, and translating research findings and field experience into practical recommendations that help governments and partners improve the quality of education in emergency contexts.

Duties & responsibilities
- Provide technical expertise on foundational learning in humanitarian settings.
- Support the development of education policies and strategies for emergency contexts.
- Prepare technical guidance, operational frameworks, and implementation tools.
- Develop solutions to improve literacy, numeracy, and learning recovery outcomes.
- Analyze research and evidence to produce practical recommendations.
- Support governments and partners in designing and implementing education programmes.
- Organize technical workshops, meetings, and knowledge-sharing activities.
- Collaborate with UNICEF country offices and international partners.
- Prepare reports, presentations, and knowledge products.
Eligibility criteria
Applicants must:
- Hold a master’s degree in education, international development, social sciences, or a related field.
- Have at least 10 years of professional experience in:
- Foundational education.
- Education in emergencies.
- Humanitarian programmes.
- Education systems and policy development.
- Have experience designing, implementing, or evaluating foundational learning programmes in crisis-affected settings.
- Have experience developing technical guidance, operational frameworks, and implementation tools.
- Have experience analyzing research and translating findings into practical recommendations.
- Have experience working with governments, United Nations agencies, non-governmental organizations, or donors.
- Demonstrate experience in inclusive education, gender equality, and learning continuity.
- Possess strong research, analytical, communication, and stakeholder management skills.
