The United Nations Children’s Fund (UNICEF) is accepting applications for an International Consultant position focused on mainstreaming Education in Emergencies (EiE) into education sector planning processes. The consultancy contract is for 12 months, with remote work and possible travel when required.
The project aims to support governments and development partners in integrating education in emergencies into sector analysis, planning, implementation, and monitoring. This will help strengthen learning continuity, education system resilience, and crisis response, while also addressing climate change, digital education, and the use of data and evidence in decision-making.

Duties & responsibilities
- Provide technical support for integrating Education in Emergencies into education sector planning.
- Support governments in developing, reviewing, and implementing education sector plans.
- Develop education sector analyses and reviews for humanitarian settings.
- Integrate risk management and resilience principles into education policies.
- Prepare technical guidance, reports, and strategic recommendations.
- Support education sector reform, planning, and financing processes.
- Facilitate meetings, workshops, and consultations with stakeholders.
- Promote the use of data and evidence in planning and decision-making.
- Support the integration of climate change, digital education, and learning continuity priorities into sector plans.
Eligibility criteria
Applicants must meet the following requirements:
- Hold a master’s degree or higher in education, international development, social sciences, or another relevant field.
- Have at least 10 years of professional experience in education sector planning, policy development, education system strengthening, or Education in Emergencies (EiE).
- Have experience supporting governments in developing, analyzing, and implementing education sector plans.
- Have experience integrating risk management and resilience principles into education policies.
- Demonstrate knowledge of international education financing mechanisms, such as the Global Partnership for Education (GPE) and Education Cannot Wait (ECW).
- Have experience working with governments, UNICEF country offices, and international organizations.
- Possess strong analytical, reporting, and technical writing skills.
- Be able to translate technical evidence into practical recommendations.
- Be proficient in spoken and written English.
- Proficiency in French, Spanish, or Arabic is preferred.
