Opportunity description

The United Nations Children’s Fund (UNICEF) is accepting applications for an International Consultant position specializing in education system efficiency analysis and skills alignment with labor market needs. The consultancy contract is for 14 months. The consultant will work remotely within UNICEF’s Global Education Team and will report administratively to the UNICEF office in Amman, Jordan.

The project aims to support evidence-based decision-making, improve the performance of education and skills development programs, and strengthen the alignment between education outcomes and labor market needs. This will be achieved through developing studies and guidance materials and providing technical support to governments and UNICEF country offices in several countries.

Duties & responsibilities

  • Conduct global reviews and studies on the alignment of education systems with labor market needs.
  • Develop best practice guides for labor market observatories, graduate tracer studies, and employer surveys.
  • Provide technical support to UNICEF country offices and governments in at least five countries.
  • Develop a comprehensive toolkit that includes frameworks, indicators, templates, and operational tools.
  • Produce training materials and knowledge products.
  • Organize workshops, webinars, and knowledge-sharing sessions.
  • Prepare analytical reports, case studies, and policy recommendations.
  • Produce the project's final report.

Eligibility criteria

Applicants must meet the following requirements:

  1. Hold a master’s or doctoral degree in economics, labor economics, statistics, monitoring and evaluation, or another relevant field.
  2. Have at least eight years of professional experience in one or more of the following areas:
    • Labor market analysis.
    • Technical and vocational education and training (TVET).
    • Education sector planning.
    • Education financing.
    • Monitoring and evaluation.
  3. Have experience conducting graduate tracer studies, employer surveys, or working with labor market information systems.
  4. Have experience supporting governments or international organizations.
  5. Have experience preparing reports, guidance materials, and technical tools.
  6. Demonstrate strong analytical, research, and writing skills.
  7. Be proficient in spoken and written English.
  8. Knowledge of French or another United Nations language is considered an advantage.
  9. Previous experience working with ministries of education or labor, vocational training authorities, chambers of commerce, or development partners is preferred.
