Opportunity description

TheUnited Nationsis inviting applications for a consultant to conduct the independent final evaluation of a regional project funded by the Adaptation Fund. The project aims to strengthen the resilience of host communities and displaced populations in Jordan and Lebanon in addressing climate change challenges and improving water resource management.

The consultancy will run for four months on a part-time basis. The assignment will be carried out remotely, with field visits required in both Jordan and Lebanon. The consultant will assess the project’s results, effectiveness, impact, and sustainability, and prepare evidence-based reports and strategic recommendations to support the development of future climate adaptation and water management programmes in the region.

Duties & responsibilities

The Consultant will be responsible for:

  • Conducting the independent final evaluation of the project in accordance with United Nations evaluation standards and guidelines.
  • Reviewing project documentation and analysing project results, outputs, and performance indicators.
  • Assessing the project's effectiveness, efficiency, impact, sustainability, and overall achievement of its objectives.
  • Conducting interviews with project partners, government institutions, and implementing organizations.
  • Carrying out field missions in Jordan and Lebanon to assess project implementation and outcomes.
  • Facilitating focus group discussions and beneficiary surveys to gather evaluation evidence.
  • Preparing the Inception Report outlining the evaluation methodology and work plan.
  • Drafting and finalising the evaluation reports, including both the preliminary and final versions.
  • Delivering a presentation summarising the key findings, conclusions, and recommendations.
  • Developing practical, evidence-based recommendations to strengthen future climate change adaptation and water management initiatives.

Eligibility criteria

Applicants must meet the following requirements:

  • Hold a master’s degree or equivalent in one of the following fields:
    • Environmental Studies
    • Climate Change
    • Water Resources Management
    • Sustainable Development
    • Or another related discipline
  • Applicants with a bachelor’s degree may be considered if they have at least two additional years of relevant professional experience in place of a master’s degree.
  • Have at least seven years of professional experience in evaluating multidisciplinary projects.
  • Demonstrate strong experience in monitoring and evaluation and in preparing evidence-based reports.
  • Be able to travel to and access both Jordan and Lebanon to conduct the required field visits.
  • Experience in evaluating climate change adaptation or water management projects is highly desirable.
  • Previous experience evaluating projects funded by the Adaptation Fund is an advantage.
  • Familiarity with the work and programmes of UN-Habitat is preferred.
  • Be fluent in both Arabic and English, with strong written and verbal communication skills.
