Opportunity description

UNICEF – United Nations Children’s Fund is seeking an individual consultant to document good practices, successful models, and lessons learned in child care reform and family-based alternative care.

The consultancy will focus on collecting and analyzing experiences from different countries and regions in areas such as family-based alternative care, kinship care, kafala, foster care, family strengthening, and the deinstitutionalization of children, with particular attention to developing inclusive solutions for children with disabilities.

The consultant will also transform successful experiences and practices into learning materials and practical guidance that can be used by UNICEF offices, policymakers, and partners for program design, policy dialogue, advocacy, and resource mobilization.

Duties & responsibilities

The consultant’s main responsibilities with UNICEF include:

  • Documenting good and promising practices, successful models, and lessons learned in child care reform and family-based alternative care.
  • Collecting and analyzing country, regional, and global experiences related to foster care, kinship care, kafala, guardianship, and family and community support.
  • Identifying what has worked in care reform initiatives and explaining the success factors, challenges, implementation conditions, and lessons that can be adapted to other contexts.
  • Preparing case studies, knowledge products, and practical learning materials for use by UNICEF offices and partners.
  • Translating complex evidence and information into clear and practical guidance for program design, advocacy, policy dialogue, and resource mobilization.
  • Providing technical support to UNICEF offices on strengthening child protection systems that are inclusive of children with disabilities.
  • Supporting the application of resources and frameworks related to disability-inclusive child protection and the development of competencies among social service workers.
  • Conducting interviews and coordinating with stakeholders to collect the information needed to develop knowledge products.
  • Adhering to the principles of child safeguarding, consent, confidentiality, ethical documentation, and do no harm when collecting information and preparing materials.
  • Working independently and delivering the required outputs to a high standard and within the agreed timelines.

Eligibility criteria

Applicants must meet the following requirements:

  • Hold a master’s degree in one of the following fields or a related discipline:
    • Social work.
    • Child protection.
    • Social policy.
    • Law.
    • Sociology.
    • Anthropology.
    • International development.
    • Social sciences.
    • Public policy.
    • Communication for development.
  • Have at least 8 years of relevant professional experience in areas such as child protection, care system reform, alternative care, deinstitutionalization, family strengthening, child rights, or social service workforce development.
  • Demonstrate proven experience in developing case studies, promising practice documentation, knowledge products, evaluative syntheses, or learning materials for international organizations.
  • Have experience with family-based care models such as foster care, kinship care, kafala, guardianship, and family and community support.
  • Previous experience with UNICEF or other relevant United Nations agencies is preferred.

  • Skills in interviewing, facilitation, coordination, and stakeholder engagement.
