Opportunity description

FAO offers a job opportunity for one year with the possibility of extension for the position of Senior Regional Resilience Officer (Team Leader). The position is located in the FAO Representation in Amman, Jordan, which requires to have Leadership and technical policy expertise for the planning, development, and implementation of RNE’s emergency and resilience program in accordance with the FAO Strategy Framework 2022-31.

Duties & responsibilities

You will be responsible for:

  • Key Functions
  • Plan, manage, or leads highly specialized or multi-disciplinary teams; and provide technical leadership on inter-agency committees, networks, and international working groups.
  • Contribute to and/or coordinates the planning, budgeting, implementation, and reporting of the Divisional program of work, the team plans, supporting policy, tools, standards, and systems frameworks. 
  • Provide support on leadership and strategic positioning to ADG/RR RNE and Senior Management on humanitarian and resilience advocacy, resource mobilization, coordination and partnerships for the Africa region, in consultation with OER Emergency.
  • Coordinate FAO interdivisional emergency needs assessment activities and related missions.
  • Promote best practices and provides technical support/services and operational coaching to the Decentralized Office network designates Division-wide geographical focal points to facilitate emergency programming, resource mobilization and integration of emergency and development work in countries in collaboration with Regional Offices.
  •  Oversee ongoing operational emergency and recovery projects and programs and related capacity development in countries and regional and subregional offices.
  • Support priority delivery areas such as anticipatory action, humanitarian-development-peace nexus, localization, cash and vouchers, quality and accountability through enhanced inclusion and community engagement, accountability to affected people, centrality of protection prevention of sexual exploitations and abuse. 
  • Performs other duties as required.
  • Specific Functions
  • Contribute to the planning and delivery of the work program with other RNE thematic priorities and Programs Areas of work.
  • Manage effectively teams and financial resources under the regional thematic on building resilience and ending poverty.
  • Communicate effectively, advocate, and support resources mobilization.
  • Liaise with resilience and humanitarian actors at a sub-regional level and represents FAO in interagency coordination meetings.
  • Organize/participate in regular donor meetings, as appropriate, and informs the donor community on the prevailing livelihoods, food security, and nutrition situation. 
  • Policies, and programs to protect, restore and improve livelihoods and food security. 
  • Provide strategic and policy guidance as well as required training, and capacity development in resilience, food security, and nutrition for national governments and sub-regional institutions. 
  • Coordinate monitoring, evaluation, and impact assessment of resilience policies and programs. 
  • Food security and resilience analysis to inform policies and programs.
  • Knowledge Management and sharing of best practices at country and regional levels.

Eligibility criteria

You must have:  

  • Advanced university degree in agriculture, economics, business administration, management, and international relations or other field related to the work of the Organization.
  • Ten years of relevant experience in public and/or private sectors related to programming, planning, and technical cooperation in food and agriculture, including experience in developing countries.
  • Working knowledge (proficient – level C) of English.
  • Limited knowledge (intermediate–level B) of another FAO official language (Arabic, Chinese, French, Russian, or Spanish).
  • Communication, leading and empowering skills.
  • Strategic thinking and results-focus skills.
  • Work experience in more than one location or area of work, particularly in field positions.
  • Demonstrated experience in rehabilitation and humanitarian policies development, program formulation, and implementation.
  • Extent of knowledge of international humanitarian architecture, including agencies, NGOs, and other partners.
  • Experience in response management and surge support coordination.
