Opportunity description

UNICEF is recruiting a Social Policy Specialist (NO-C) based in Algiers, Algeria, within its Social Policy programme. The position aims to provide technical support for the implementation, monitoring, and evaluation of social policy programmes, while contributing to the development of public policies that promote children's rights, particularly for the most vulnerable and marginalized children and families.

The role focuses on strengthening child poverty reduction policies, enhancing social protection systems, improving the use of public resources for children, and supporting planning, monitoring, and accountability in social services. It also includes supporting the nexus between development and humanitarian action, including contributions to the response for Sahrawi refugees in the Tindouf camps.

Duties & responsibilities

  • Hold a Master’s degree or equivalent in one of the following fields:
    • Economics
    • Public Policy
    • Social Sciences
    • International Relations
    • Political Science
    • Or another relevant technical field
  • Have at least 5 years of relevant professional experience.
  • Demonstrate experience in data analysis and evidence-based policy development.
  • Have experience in social policy, particularly in areas related to child rights, social protection, or public services.
  • Possess experience in public finance, budgeting, and resource management.
  • Demonstrate experience in partnership development and collaboration with government institutions, development partners, or civil society organizations.
  • Have experience in programme management, including planning, implementation, monitoring, and evaluation.
  • Possess strong advocacy and stakeholder engagement skills.
  • Demonstrate fluency in both Arabic and French, written and spoken.
  • Strong analytical, communication, policy development, and relationship-building skills are highly desirable for this position.

Eligibility criteria

  • Support the implementation, monitoring, and evaluation of social policy programmes and initiatives.
  • Provide technical support for activities related to advocacy, policy dialogue, and strategic planning.
  • Strengthen the use of child poverty and vulnerability data in policy development and programme design.
  • Support efforts to expand the coverage, effectiveness, and impact of social protection programmes for children and families.
  • Contribute to improving the transparency, equity, and efficiency of public investments benefiting children.
  • Support public finance initiatives focused on children and social sector spending.
  • Strengthen the capacity of local authorities in planning, monitoring, and delivering social services.
  • Support partnerships and advocacy efforts to promote child-sensitive social policies and reforms.
  • Provide day-to-day technical coordination for social policy and social protection activities within the UNICEF Algeria Country Office.
  • Collaborate closely with education, health and nutrition, and child protection teams to ensure integrated programming.
  • Contribute to country programme planning, reviews, reporting, and strategic assessments.
  • Support humanitarian and development responses related to Sahrawi refugees in the Tindouf camps.
  • Assist in generating evidence, policy analysis, and recommendations to improve outcomes for vulnerable children and families.
