Opportunity description

The United Nations Development Programme (UNDP) has opened applications for the position of ICT Associate – Head of ICT Unit in Baghdad, Iraq, under a full-time National Personnel Service Agreement (NPSA-7) contract with an initial duration of 6 months. Applications are open until September 6, 2026.

The position targets professionals with experience in information and communications technology, network and IT infrastructure management, cybersecurity, technical support team management, and IT project management. The selected candidate will lead the ICT Unit and coordinate the delivery of technical services for offices and common facilities managed by UNDP in Iraq.

  • Work in an international environment and collaborate with UNDP teams, regional and global offices, and United Nations agencies.
  • Build experience in IT project management, reporting and documentation, strategic planning, training, and staff supervision.

Duties & responsibilities

The employee will be responsible for a wide range of duties, including:

  • Leading the Information and Communications Technology (ICT) team and coordinating the implementation of technical activities and services in accordance with UNDP standards.
  • Managing the integration of IT assets and systems, as well as the transfer or repurposing of infrastructure in line with approved procedures.
  • Preparing IT budgets, procurement plans, and asset management reports.
  • Managing local technical support operations, including the Helpdesk, network support, and user support for hardware and software issues.
  • Supervising ICT staff and contractors, assigning responsibilities, and monitoring performance.
  • Coordinating with service providers, companies, and vendors regarding procurement, maintenance, and technical contracts.
  • Overseeing the planning, implementation, and maintenance of secure networks and monitoring their performance.
  • Supporting cybersecurity procedures, firewall monitoring, and response to security incidents.
  • Ensuring that business continuity and disaster recovery procedures are implemented and regularly tested.
  • Coordinating IT projects and preparing technical solutions and proposals.
  • Preparing documentation, reports, work plans, technical records, and infrastructure diagrams.
  • Providing guidance and training to new or less experienced staff.
  • Supporting budget preparation, financial reporting, and the monitoring of telecommunications and technology service costs.

Eligibility criteria

Applicants must meet the following requirements:

  • Hold a high school diploma with formal training in information technology systems, business software, or web-based applications, or hold a Bachelor’s degree in Information Technology, Information Systems, Information Management, Computer Science, Software Development, or a related field.
  • Have at least 7 years of relevant experience with a high school diploma, or at least 4 years of relevant experience with a Bachelor’s degree.
  • Have experience in developing and implementing ICT strategies, managing IT teams and services, and overseeing hardware, software, and telecommunications systems.
  • Have experience in designing user-centered solutions and conducting user research and testing.
  • Possess advanced knowledge of LAN/WAN, routing, VLAN, VPN, Wi-Fi, Cisco/Meraki, or similar networking systems.
  • Have solid knowledge of cybersecurity and risk management, firewall configuration, intrusion prevention systems, endpoint protection, and access control.
  • Have knowledge of disaster recovery, backup systems, business continuity, technical support service management, and IT asset management.
  • Be fluent in both Arabic and English.
  • Knowledge of Kurdish is considered an advantage but is not mandatory.
  • Professional certifications such as CCNP, MSCA, MSCE, or MCP are considered an advantage.
  • Previous experience with the United Nations, international organizations, or NGOs in telecommunications and information technology systems is considered an additional asset.
