Opportunity description

UNICEF has announced an international consultancy opportunity to support the newly established Ministry of Sports and Youth in Syria in developing youth policies and strategies, strengthening partnerships, mobilizing resources, and designing the ministry’s organizational structure.

The consultant will work under the supervision of UNICEF’s Adolescent Development and Participation section, in direct coordination with the Ministry of Sports and Youth. The role involves providing strategic and technical support and facilitating consultations aimed at strengthening youth sector governance and building more effective institutional systems in Syria.

The contract duration is six months, and the assignment combines remote work, field presence, and travel when needed.

Duties & responsibilities

The consultant’s responsibilities include:

  1. Reviewing studies, reports, and national consultations related to youth.
  2. Preparing an inception report that includes the methodology, work plan, and stakeholder engagement plan.
  3. Leading the development of the national youth policy and the 2026–2030 national youth strategy.
  4. Defining the vision, principles, priorities, strategic pillars, and implementation mechanisms.
  5. Preparing a framework for governance, coordination, monitoring, evaluation, and learning.
  6. Facilitating consultations with government entities, youth, civil society, and partners.
  7. Preparing a fundraising strategy and engaging with donors and partners.
  8. Developing advocacy messages, an introductory presentation, and a 12-month communication plan.
  9. Mapping councils, networks, fellowships, exchange programs, and international platforms available to youth.
  10. Documenting the eligibility requirements, deadlines, contact points, and partnership mechanisms for each opportunity.
  11. Developing the ministry’s organizational structure and identifying the functions of departments, units, and required staff.
  12. Reviewing and redrafting the terms of reference for selected units.
  13. Preparing a costing plan and standard operating procedures for youth centers.
  14. Organizing a workshop to validate the outputs and integrate stakeholder feedback.
  15. Providing periodic updates and technical briefings to UNICEF, and conducting field visits when needed.
