UNICEF Algeria is seeking a National Consultant to provide technical and operational support to the Algerian Ministry of National Education in establishing the priority foundations of an Education Management Information System (EMIS), while also developing and operationalizing local capacity in Artificial Intelligence (AI).
This consultancy is part of broader efforts to strengthen digital infrastructure and data management within the education sector. It aims to establish an initial AI capability within the Ministry of National Education, alongside the development of priority technical foundations for the EMIS to improve the management and use of education-related information and data.
The consultancy will last for 4.5 months and will be carried out on-site in Algiers, Algeria. The opportunity is suitable for professionals with advanced experience in computer science, information systems, data engineering, artificial intelligence, cybersecurity, and other related technical fields.
Duties & responsibilities
The consultant will provide technical and operational support to the Ministry of National Education, with a focus on:
- Contributing to the operationalization of the Ministry’s first local AI capability.
- Supporting the establishment of priority foundations for the Education Management Information System (EMIS).
- Working on information systems and data architecture.
- Contributing to data management, data engineering, and data integration.
- Supporting data integration processes and ETL workflows.
- Supporting Business Intelligence (BI) solutions.
- Contributing to local artificial intelligence applications.
- Applying technical practices involving Linux, containers, and reproducible testing.
- Taking operational security and risk management into consideration.
- Preparing the necessary technical documentation.
- Supporting knowledge transfer and the development of technical capacity among relevant teams.
- Facilitating coordination and collaboration with government institution teams.
Eligibility criteria
Applicants must hold a Master’s degree in one of the following fields:
- Computer Science.
- Information Systems.
- Information Systems Engineering or Architecture.
- Data Engineering.
- Data Management.
- Business Intelligence.
- Cybersecurity.
- Applied Artificial Intelligence.
- Or a related field.
Professional Experience
Applicants must have:
- At least 8 years of relevant professional experience.
- Proven experience with public information systems or EMIS systems.
- Experience in Data Architecture.
- Knowledge of or experience with reference systems or Master Data Management (MDM).
- Experience in data integration and ETL processes.
- Experience in Business Intelligence.
- Experience with local AI applications.
- Experience in knowledge transfer and technical capacity building.
