Opportunity description

The United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) is accepting applications for a Strategic Communications Specialist position under a 12-month consultancy contract, with the possibility of renewal based on satisfactory performance and the availability of funding.

The consultant will work within the UNRWA Archives Initiative under the Department of Relief and Social Services. They will serve as the principal adviser to the Department Director on strategic communications, stakeholder engagement, partnership development, and strengthening the initiative’s visibility and institutional sustainability.

The role focuses on developing an integrated communications strategy for the Archives Initiative, building relationships with Palestinian communities, donors, academic and cultural institutions, and international partners, as well as establishing a stakeholder advisory structure and supporting governance and coordination mechanisms.

Duties & responsibilities

The Strategic Communications Specialist will be responsible for:

  1. Developing and implementing strategic communications and stakeholder engagement plans to support the objectives of the Archives Initiative.
  2. Providing strategic communications advice to the Director of the Department of Relief and Social Services.
  3. Preparing briefing notes, presentations, reports, and communications products for senior management.
  4. Developing and maintaining professional relationships with key stakeholders.
  5. Collaborating with Palestinian communities, donors, academic and cultural institutions, and professional networks.
  6. Building and strengthening partnerships with governments, international organizations, and civil society institutions.
  7. Supporting the establishment and operation of governance mechanisms and advisory structures for the Archives Initiative.
  8. Coordinating meetings of advisory committees and administrative bodies related to the initiative.
  9. Preparing meeting documents, minutes, follow-up materials, and related reports.
  10. Coordinating external communications and outreach activities to increase awareness of the initiative.
  11. Promoting knowledge exchange and strengthening the institutional visibility of the Archives Initiative.
  12. Identifying opportunities to expand partnerships and secure external institutional support.
  13. Engaging with Palestinian communities, diaspora networks, and their representative organizations.
  14. Monitoring communications and stakeholder engagement activities and measuring their outcomes.
  15. Preparing reports and recommendations for senior management on the performance of communications and partnership activities.

Eligibility criteria

Applicants must meet the following qualifications:

Education

Applicants must hold an advanced university degree (Master’s degree or equivalent) in one of the following fields:

  • Communications
  • Strategic Communications
  • Public Affairs
  • International Relations
  • Journalism
  • Political Science
  • History
  • Museum Studies
  • Cultural Heritage Management
  • Public Policy
  • Social Sciences
  • Or another related field.

Professional Experience

Applicants must have:

  1. At least five years of progressively responsible professional experience in one or more of the following areas:
    • Strategic Communications
    • Public Affairs
    • External Relations
    • Stakeholder Engagement
    • Partnership Development
    • Advocacy
    • Or another related field.
  2. At least two years of relevant international experience outside their country of origin, nationality, or permanent residence.
  3. Proven experience in developing and implementing strategic communications and stakeholder engagement strategies.
  4. Experience working on complex programmes involving a wide range of stakeholders.
  5. Experience providing strategic communications advice to senior management.
  6. Experience preparing high-quality communication products for senior officials and executives, including:
    • Briefing notes.
    • Presentations.
    • Strategic reports.
    • Official documents.
  7. Experience establishing and managing strategic partnerships with organizations such as:
    • Governments.
    • International organizations.
    • Universities and academic institutions.
    • Cultural institutions.
    • Civil society organizations.
    • Diaspora communities.
    • Professional networks.
