Opportunity description
UNICEF offers a National UN Volunteer opportunity in Iraq under the title Public Finance for Children Specialist, within the United Nations Volunteers (UNV) programme.
The opportunity aims to support UNICEF Iraq’s programme in strengthening public policies, systems, and public spending directed toward children. This will be done through contributing to financial analysis, report preparation, planning and budgeting support, and coordination with government entities and partners to ensure that public resources are directed more fairly and effectively to serve children and the most vulnerable groups.

Duties & responsibilities
- Support the preparation, implementation, and dissemination of analyses on public spending, social protection, and child-focused financing.
- Collect and verify data, and prepare desk reviews, technical inputs, presentations, and reports.
- Support the implementation and follow-up of UNICEF Iraq’s Public Finance for Children strategy.
- Coordinate with government entities, UN agencies, development partners, and civil society.
- Prepare meeting agendas, presentations, meeting minutes, and follow-up plans.
- Monitor the use of budgets, grants, and resources, and prepare regular updates and reports.
- Support the organization of trainings, workshops, and learning events related to child-sensitive public finance.
- Contribute to advocacy and knowledge-sharing efforts to promote fair public investment in children.
Eligibility criteria
- The applicant must be between 18 and 60 years old.
- The applicant must be an Iraqi national, legally residing in Iraq, or have refugee status in the country of assignment.
- The applicant must have at least 7 years of professional experience.
- The applicant must hold a bachelor’s degree in one of the following fields:
- Economics.
- Public finance.
- Public policy.
- Development economics.
- Statistics.
- Public administration.
- The applicant must be fluent in both Arabic and English.
- Knowledge of Kurdish is considered an additional advantage.
- The applicant must have experience in public administration, budget allocation, or relevant development programmes.
- Previous experience with the United Nations or an international development organization is preferred.
- The applicant must have strong skills in report writing, communication, coordination, and working in a multicultural environment.
