The Egyptian Ministry of Foreign Affairs made a recommendation to the Council of the university of Arab States, in March 1959; In order to work to highlight the Palestinian entity. In its thirty-first session on March 9, it approved decisions related to the Palestinian people, after the League Council discussed for the first time the issue of "reorganizing the Palestinian people and highlighting their being as a unified people, not just refugees through representatives they choose." Council resolutions calling for the establishment of a "Palestine army in the host Arab countries." This call coincided with the establishment of the "Palestinian National Union" in Egypt, Gaza, and Syria. Abdel Nasser's call for the establishment of a Palestinian entity, its goal: "confronting Israel's activity to liquidate the Palestinian problem and wasting the rights of the Palestinian people." However, the failure to implement the decisions related to the Palestinian entity prompted Cairo to submit a memorandum to the Arab League, demanding that the Palestinian identity be highlighted. This was during a university council meeting in Chtoura, in August 1960.
