Opportunity description

The United Nations Children’s Fund (UNICEF) has opened applications for the position of Chief of Social Policy – P-5 under a fixed-term appointment in Damascus, Syria.

The selected candidate will lead UNICEF’s social and economic policy program and oversee the development and implementation of national strategies aimed at reducing child poverty, strengthening social protection systems, improving the efficiency of public spending for children, supporting livelihoods and economic opportunities, and enhancing partnerships with the government, donors, international organizations, and civil society.

Duties & responsibilities

The main responsibilities include:

  • Leading and managing UNICEF’s social policy program.
  • Developing policies and programs to reduce multidimensional child poverty.
  • Strengthening inclusive and shock-responsive social protection systems.
  • Improving the efficiency and equity of public spending for children.
  • Supporting local governments in planning, budgeting, and monitoring social services.
  • Developing livelihood and economic opportunity programs.
  • Building partnerships with the government, donors, and international financial institutions.
  • Leading advocacy efforts related to social policy.
  • Supervising teams, managing programs, and delivering results.
  • Coordinating with education, health, nutrition, child protection, and water, sanitation, and hygiene programs.

Eligibility criteria

Applicants must:

  • Hold a master’s degree or higher in one of the following fields:
    • Economics
    • Public policy
    • Social sciences
    • International relations
    • International development
    • Political science
    • Any other relevant field
  • Have at least 10 years of professional experience in economic and social policy.
  • Demonstrate proven experience in leading and managing programs and policies at the international level.
  • Have at least five years of experience working with governments or development agencies in developing countries.
  • Have experience working in fragile, humanitarian, or conflict-affected settings.
  • Be fluent in English.
