Opportunity description
The consultant will provide technical expertise to support UNICEF and the Ministry of Public Health in Lebanon in the planning, procurement, installation, commissioning, and management of medical equipment used in primary healthcare centers, hospitals, and health facilities. This includes equipment for Neonatal Intensive Care Units (NICUs) and specialized medical technologies used for diagnosis and treatment.
The assignment includes assessing medical equipment and health facility infrastructure, preparing technical specifications and tender documents, evaluating technical bids, ensuring site readiness for equipment installation, supervising installation and commissioning processes, and developing maintenance and medical equipment lifecycle management plans.

Duties & responsibilities
The consultant’s main responsibilities include:
- Providing technical support for the planning and procurement of medical equipment and devices.
- Assessing the medical equipment needs of primary healthcare centers and hospitals.
- Identifying and selecting appropriate technologies and equipment for healthcare use.
- Preparing Technical Specifications for medical equipment.
- Preparing and supporting tender and procurement documents.
- Participating in the technical evaluation of bids and tenders.
- Providing technical advice during the implementation of medical equipment procurement contracts.
- Assessing the readiness of health facilities and infrastructure for equipment installation.
- Recommending any required infrastructure modifications before installation.
- Providing technical supervision for the installation and commissioning of medical equipment.
- Verifying that equipment complies with required technical and safety standards.
- Assisting in the development of maintenance and equipment lifecycle management plans.
- Supporting capacity building for healthcare workers in the operation and maintenance of medical equipment.
Eligibility criteria
Applicants must hold an advanced university degree in one of the following fields:
- Biomedical Engineering.
- Clinical Engineering.
- Medical Engineering.
- Or a related field.
Specialized certifications or training in the following areas are considered an additional advantage:
- Medical equipment management.
- Healthcare facility planning.
- Procurement.
- Healthcare Technology Assessment.
