UNICEF is announcing a consultancy opportunity in Information Management within the Programme Planning, Monitoring and Research (PPMR) section in Amman, Jordan. The contract duration is 5 months, and the work will be remote.
The role aims to support the development and implementation of an information management strategy in the Middle East and North Africa region by improving data systems, supporting monitoring and evaluation, developing data analysis and visualization tools, and strengthening the use of information in programmatic and administrative decision-making. The consultant will work with regional teams and country offices to support the development of more efficient and sustainable information systems.

Duties & responsibilities
- Support the finalization of the Information Management Strategy for the Middle East and North Africa region.
- Contribute to the implementation of the Information Management Strategy at the regional and country levels.
- Develop practical guidelines, tools, and methodologies to strengthen information management capacities.
- Support the design and implementation of integrated and effective information management systems.
- Improve data flow mapping processes between teams and country offices.
- Enhance data quality and ensure its accuracy, reliability, and usability.
- Coordinate data collection tools and improve the efficiency of their use.
- Support the development of the programme monitoring framework.
- Prepare analytical products and dashboards that support operational and programmatic decision-making.
- Analyze and present data clearly to support planning, follow-up, and priority setting.
- Support the use of data in programme performance reviews and evidence-based strategic planning.
- Work with regional teams and country offices to strengthen information management practices.
- Document processes, write reports, and develop technical guidance.
- Provide practical and appropriate solutions to improve information management, monitoring, and decision-making.
Eligibility criteria
- The applicant must hold a Master’s degree in one of the following fields:
- Information Management
- Information Systems
- Data Science
- Statistics
- Geographic Information Systems (GIS)
- Computer Science
- Or any related field
- The applicant must have at least 5 years of practical experience in:
- Information management
- Monitoring systems
- Data management and analysis
- Experience in coordinating between multiple teams and managing complex collaboration processes.
- Experience in supporting emergency preparedness or humanitarian response operations, preferably within UNICEF.
- Experience in the Middle East and North Africa region is considered an asset.
- Ability to work independently, take initiative, provide solutions, and achieve results.
- Experience in database management and data analysis using tools such as:
- Access
- MySQL
- MS SQL
- R
- Python
- Or similar platforms
- Experience in handling large datasets and integrating multiple data sources.
- Strong knowledge of data analysis and visualization tools such as:
- Power BI
- ArcGIS
- Or similar tools
- Experience in designing dashboards and automated data workflows.
- Experience in supporting information management or data use in humanitarian or development contexts.
- Familiarity with UNICEF programmes, cluster coordination mechanisms, or humanitarian response environments is considered an asset.
- Ability to develop practical information management solutions to support programme monitoring and decision-making.
- Experience in documenting processes, writing reports, and developing guidance materials.
- Fluency in spoken and written English.
- Knowledge of Arabic and/or French is considered an asset.
- Experience with field monitoring systems or programme monitoring tools such as FMM or similar systems is considered an asset.
