The United Nations Children’s Fund – UNICEF is offering a job opportunity for the position of People and Culture Manager at the P-4 level in Sudan, within the Human Resources function, under a Fixed-Term Appointment.

The People and Culture Manager plays a leadership role in managing and coordinating human resources services and ensuring their quality. The position also involves providing technical support in complex cases, ensuring the consistent implementation of HR policies, and supporting workforce planning and data-driven decision-making.

The role is particularly important within the context of the humanitarian emergency response in Sudan, requiring a high degree of flexibility to support recruitment processes, address staffing gaps, and ensure the continuity of human resources services during periods of operational pressure.

Duties & responsibilities

  • Contribute to the management of the Human Resources unit, including setting priorities and developing work plans.

  • Monitor work progress and provide guidance on staff performance.

  • Provide leadership and technical expertise across various areas of human resources.

  • Ensure compliance with UNICEF policies, regulations, and standards.

  • Serve as a strategic HR partner, providing advice and guidance to managers and staff.

  • Support talent management and promote gender equality and diversity across the workforce.

  • Contribute to HR strategies, workforce planning, and organizational design.

  • Oversee recruitment, performance management, professional development, learning, and employee relations.

  • Support staff development through training, coaching, and capacity building.

  • Use workforce analytics to identify recruitment needs, risks, and emerging challenges.

  • Support HR operations during emergencies and periods of increased operational demand.

Eligibility criteria

  • A Master’s degree or equivalent in one of the following fields or a related discipline:

    • Human Resources Management.

    • Business Administration.

    • International Business Relations.

    • Psychology.

  • At least 8 years of relevant professional experience in areas such as:

    • Human Resources and HR management.

    • Talent acquisition.

    • Workforce planning.

    • Organizational design.

    • Emergency recruitment.

    • Performance management.

    • Talent management.

    • Learning and development.

    • Employee relations.

    • Workforce analytics.

  • Demonstrated ability to communicate effectively.

  • Proven supervisory and leadership experience.

  • Strong technical knowledge of HR systems and practices.

  • Experience in data analysis and managing recruitment processes.

  • Knowledge of human resources policies and regulations.

  • Ability to design and implement innovative and targeted HR strategies.

  • Fluency in English.
