Opportunity description

The United Nations Children’s Fund – UNICEF is offering a job opportunity for the position of Budget Associate, at the G-6 level, in East Jerusalem, Palestine, under a 364-day temporary appointment in the field of financial management.

The selected candidate will support the management and monitoring of budgets and financial resources, prepare financial reports and analyses, monitor the utilization of funding and grants, and contribute to financial planning and budget forecasting. The role also includes supporting donor financial reporting and payroll-related processes.

Duties & responsibilities

  • Monitor budget allocations, commitments, expenditures, funding utilization rates, and implementation trends.

  • Ensure compliance with UNICEF financial policies, donor requirements, and approved budgets.

  • Prepare and analyze financial reports, dashboards, and budget utilization updates.

  • Identify financial risks, variances, and delays, and recommend corrective actions.

  • Support budget planning, financial forecasting, adjustments, and budget allocations across sectors.

  • Monitor grant implementation, commitments, and expenditures, and ensure the accuracy of financial data.

  • Provide financial analysis and budget oversight support to different programs and management teams.

  • Prepare and review donor financial reports.

  • Support the preparation of budgets for funding proposals in accordance with UNICEF financial rules.

  • Support annual payroll planning and monitor the availability of sufficient funding for staff costs.

  • Coordinate with Human Resources, program teams, and relevant stakeholders to resolve payroll-related issues.

  • Contribute to staff capacity-building activities in budgeting, financial management, and the VISION and Insight systems.

Eligibility criteria

  • A Bachelor’s degree or equivalent may substitute for 3 years of the required work experience.

  • A Master’s degree or equivalent may substitute for an additional 2 years of the required work experience.

  • At least 6 years of relevant professional experience in one or more of the following areas:

    • Financial management.

    • Administration.

    • International development.

    • Grant management.

    • Budget monitoring.

    • Financial reporting.

    • Donor reporting.

    • Financial analysis.

    • Budget planning and financial forecasting.

    • Financial management of partnerships.

    • Payroll and cost allocation.

  • Strong experience in budget management, administration, financial reporting and analysis, grant management, and financial planning.

  • Fluency in both Arabic and English.
