Opportunity description

The United Nations Development Programme (UNDP) has opened applications for the position of National Project Specialist in Aden, Yemen. The position is offered under a one-year contract and aims to support the implementation and management of a portfolio of development projects focused on governance, livelihoods, resilience building, and local development.

The selected candidate will support the day-to-day management of projects implemented in partnership with the Government of Yemen, the European Union, and the Swiss Agency for Development and Cooperation. The role focuses on strengthening local governance systems, building institutional capacity, improving public financial management, enhancing public services, and supporting local economic development.

The National Project Specialist will also coordinate with government entities and international partners, prepare reports, and monitor project activities to ensure that objectives are achieved in accordance with United Nations standards.

Duties & responsibilities

  • Support project management and implementation, including monitoring work plans and budgets.
  • Coordinate with ministries, local authorities, and international partners.
  • Oversee the implementation of governance and institutional capacity-building activities.
  • Monitor project financial performance and prepare periodic reports.
  • Support partnership development, resource mobilization, and donor engagement.
  • Prepare project proposals, work plans, and progress reports.
  • Monitor risks and ensure the application of results-based management principles.
  • Support reforms related to public financial management, procurement, and local governance.
  • Document lessons learned and best practices and contribute to knowledge sharing.
  • Represent the project at meetings and events when assigned by the Project Manager.

Eligibility criteria

Applicants must:

  • Hold a master’s degree in public administration, public policy, development studies, conflict management, economics, business administration, or a related field, or hold a bachelor’s degree with additional relevant experience.
  • Have at least 7 years of relevant experience for candidates with a master’s degree, or 9 years for candidates with a bachelor’s degree, in project management, governance, or development.
  • Have experience in governance programs, institutional reform, public financial management, or decentralization.
  • Be proficient in Microsoft Office applications and database systems.
  • Be fluent in both Arabic and English, spoken and written.
  • Be able to work in complex and rapidly changing environments and coordinate effectively with diverse partners.
