UNICEF Egypt is offering a consultancy opportunity for a Construction Engineering Consultant based in Cairo, Egypt, for a period of 4.5 months.
The consultant will provide specialized technical support to UNICEF Egypt’s portfolio of construction, rehabilitation, and infrastructure projects, helping ensure that projects are planned, designed, implemented, monitored, and delivered in line with UNICEF requirements, Egyptian regulations, environmental and social standards, safety requirements, accessibility standards, sustainability principles, and climate-resilience considerations.
Duties & responsibilities
- Provide technical support in construction project management to UNICEF program and operations teams, as well as government counterparts.
- Prepare and review:
- Engineering designs.
- Scopes of work.
- Technical specifications.
- Bills of Quantities (BoQs).
- Tender documents.
- Support procurement processes related to construction projects.
- Participate in bidder meetings and provide technical clarifications.
- Conduct technical evaluations and analyze financial proposals.
- Monitor construction works through site visits and technical meetings.
- Review work progress and quality.
- Support contract management, certification of completed works, project handover, and contract closure.
- Provide technical recommendations to address implementation, contractual, quality, health, and safety risks.
Eligibility criteria
Applicants must meet the following requirements:
- Hold a master’s degree or equivalent in one of the following fields:
- Civil Engineering.
- Construction Engineering.
- Structural Engineering.
- Architecture.
- Construction Management.
- Or another closely related engineering field.
A bachelor’s degree in one of these fields may also be accepted if combined with two additional years of relevant professional experience.
- Have at least 5 years of professional experience in one or more of the following areas:
- Construction project management.
- Construction supervision.
- Quality assurance.
- Contract management.
- Or another relevant engineering field.
- Have experience in preparing and reviewing engineering designs, technical specifications, Bills of Quantities, and tender documents.
- Have experience in construction procurement, technical evaluation, contractor supervision, and certification of completed works.
- Have experience working with government entities and managing infrastructure projects.
- Be proficient in written and spoken English.
