Opportunity description
The International Organization for Migration (IOM) is offering a job opportunity for the position of Programme Officer (Livelihoods and Social Stability) at the P-3 level in Damascus, Syria, under an initial 6-month contract with the possibility of extension.
The Programme Officer will coordinate, implement, and monitor IOM’s livelihoods and social stability programs in Syria, while contributing to durable solutions and integrated recovery programs supporting displaced, returning, and host communities.

Duties & responsibilities
Coordinate the planning of livelihoods and social stability programs, identifying priority areas and opportunities for displaced, returning, and host communities.
Oversee the implementation of livelihood programs, including community infrastructure and economic interventions.
Analyze market opportunities, community needs, and vulnerabilities to support program design.
Collaborate with local and national authorities, community-based organizations, and other stakeholders.
Coordinate with programs related to shelter, infrastructure, social cohesion, mental health, and psychosocial support.
Plan activities, budgets, and resource allocation to ensure efficient program implementation.
Contribute to discussions and policies related to durable solutions and economic recovery.
Train and support national staff and partners and strengthen their capacities in livelihood programming.
Develop accountability and feedback mechanisms for beneficiary communities.
Identify operational, security, and reputational risks and take measures to mitigate them.
Prepare monthly and quarterly progress reports, as well as reports for donors.
Contribute to identifying funding opportunities and developing new project proposals.
Monitor program progress and results and contribute to monitoring and evaluation activities.
Conduct field visits and undertake official travel within Syria or internationally, as required.
Eligibility criteria
Applicants must meet one of the following qualification requirements:
A Master’s degree in International Relations, Political Science, Humanitarian Affairs, Economic Development, Business Administration, Public Administration, International Studies, or a related field, with at least 5 years of relevant professional experience.
OR
A university degree in one of the fields listed above, with at least 7 years of relevant professional experience.
Experience in the following areas is preferred:
Program development, monitoring, evaluation, and reporting.
Livelihoods programs, income generation, and vocational training.
Supporting small and medium-sized enterprises (SMEs) and creating safe and decent employment opportunities.
Social stability, dialogue, and community engagement programs.
Area-Based Programming.
Capacity building and program development.
International work within a multilateral system, preferably with experience in the United Nations system.
Working with government and diplomatic authorities, as well as national and international institutions.
Organizing consultations, workshops, and seminars with high-level stakeholders.
