UNICEF – United Nations Children’s Fund is seeking a Child Protection Consultant to work with the Global Programme Division – Child Protection within the Centre of Excellence in Amman.
The consultancy aims to assess the extent to which standards and norms related to justice for children are reflected in national legislation, policies, institutions, and programs across selected countries in the Americas, while documenting promising practices and identifying implementation gaps in restorative justice.
The consultant will also contribute to developing practical recommendations to accelerate implementation and support UNICEF’s Reimagine Justice for Children agenda, particularly in relation to diverting children away from traditional judicial proceedings, reducing detention, and strengthening alternatives and restorative justice approaches.

Duties & responsibilities
The main responsibilities include:
- Reviewing and analyzing laws, policies, strategies, and programs related to children in conflict with the law.
- Assessing the implementation of diversion, alternatives to detention, and restorative justice principles.
- Conducting comparative legal, policy, and programmatic research across selected countries.
- Documenting good and promising practices and identifying implementation gaps.
- Assessing the effectiveness and efficiency of interventions while taking into account differences in data quality and availability across countries.
- Developing practical and decision-maker-oriented recommendations.
- Preparing technical reports, knowledge products, and technical guidance.
- Coordinating with governments, justice institutions, UN agencies, development partners, and other stakeholders.
- Supporting the implementation of the Reimagine Justice for Children agenda at regional and national levels.
Eligibility criteria
Applicants must meet the following requirements:
- Hold a master’s degree or equivalent in law, human rights, criminology, social sciences, public policy, international development, or a related field. A bachelor’s degree may also be accepted with two additional years of relevant professional experience.
- Have at least 8 years of professional experience in juvenile justice, child protection, human rights, or legal and policy reform.
- Demonstrate proven experience in comparative research and in analyzing laws, policies, and programs related to children in conflict with the law.
- Have experience in diversion from judicial proceedings, alternatives to detention, and restorative justice.
- Have experience working with governments, justice institutions, United Nations agencies, or development partners, as well as preparing technical reports and guidance.
- Be fluent in English and have a good working knowledge of Spanish; Portuguese is considered an additional asset.
- Possess strong skills in analysis, writing, editing, presentation, facilitation, multitasking, and independent work within international teams.
