The United Nations Children’s Fund (UNICEF) has opened applications for an International Consultant position to support Algeria’s Ministry of National Education in developing and strengthening indicators related to Sustainable Development Goal 4 (SDG 4) under a four-month consultancy contract.
The consultancy will be carried out remotely and will include two working visits to Algeria. It aims to provide technical, statistical, and methodological support for developing a set of education indicators that can be integrated into Business Intelligence systems, while strengthening the capacity of national institutions to manage education data and monitor sustainable development indicators.

Duties & responsibilities
The main responsibilities include:
- Supporting the development of Sustainable Development Goal 4 (SDG 4) indicators.
- Designing and validating national education indicators.
- Preparing data contracts and data quality protocols.
- Developing specifications for Business Intelligence (BI) systems.
- Preparing system testing and acceptance scenarios.
- Developing an education indicators dictionary.
- Preparing a RACI matrix to define roles and responsibilities.
- Conducting capacity-building and training activities.
- Coordinating with the Ministry of National Education and the National Office of Statistics.
- Preparing technical reports and methodological documents.
Eligibility criteria
Applicants must:
- Hold a master’s degree in one of the following fields:
- Statistics
- Economics
- Education sciences
- Public policy
- Planning
- Monitoring and evaluation
- International development
- Data governance
- Any other relevant field
- Have at least eight years of professional experience in:
- Sustainable Development Goal 4 (SDG 4)
- Education statistics
- Education Management Information Systems (EMIS)
- Education indicators
- Data quality and metadata
- Institutional capacity-building
- Be proficient in both French and English.
- Knowledge of Arabic is considered an advantage.
