The United Nations Children’s Fund – UNICEF has opened applications for an international consultancy opportunity titled Algeria Country Office CPD Development Consultant, to work remotely with the UNICEF office in Algeria for a period of 12 months, within the Planning, Monitoring and Evaluation section.
The consultant will provide technical support to UNICEF Algeria during the preparation of the Country Programme Document for 2028–2032 (CPD), in collaboration with programme and operations teams, government counterparts, the regional office, and a range of partners and stakeholders.
The assignment will focus on developing strategic programme documents, analyzing evidence and data, identifying priorities, developing results frameworks and theories of change, and organizing consultations and strategic planning workshops in line with UNICEF standards and guidelines.
Duties & responsibilities
The consultant’s key responsibilities include:
- Supporting the development of UNICEF Algeria’s Country Programme Document for 2028–2032.
- Analyzing relevant evidence and data to identify strategic priorities.
- Developing theories of change and results frameworks for the programme.
- Supporting programme design and drafting strategic documents.
- Organizing and facilitating strategic planning workshops.
- Supporting consultations with government counterparts, partners, and stakeholders.
- Working with programme and operations teams and the regional office to ensure that documents align with UNICEF guidelines.
- Preparing and drafting high-quality documents in English.
- Supporting materials and consultations for government counterparts in French.
- Ensuring that the programme development process is aligned with the Results-Based Management (RBM) approach and UNICEF’s country programme planning guidelines.
Eligibility criteria
Applicants must meet the following requirements:
- Hold a Master’s degree or higher in one of the following fields:
- Economics.
- Social Sciences.
- Sociology.
- Development Studies.
- Public Policy.
- International Development.
- Public Administration.
- Political Science.
- Or a related field.
- Have at least 10 years of relevant professional experience in areas such as:
- Strategic planning.
- Programme design.
- Results-Based Management.
- Monitoring and evaluation.
- International development.
- Demonstrated experience in developing UNICEF or United Nations Country Programme Documents (CPDs), United Nations Sustainable Development Cooperation Frameworks (UNSDCFs), or similar strategic planning processes.
- Experience in developing theories of change, results frameworks, and strategic documents.
- Experience in managing and facilitating strategic planning workshops and multi-stakeholder consultations.
- Demonstrated experience as a lead writer or lead person responsible for preparing at least one UNICEF Country Programme Document, including its related results frameworks and supporting documents.
- Fluency in spoken and written English.
- Fluency in spoken and written French.
- Knowledge of Arabic is considered an asset.
- Previous experience with UNICEF or another United Nations organization is considered an asset.
- Experience in the Middle East and North Africa (MENA) region and knowledge of Algeria’s development context are considered additional assets.
- Experience working in contexts that combine humanitarian action, development, and peacebuilding is preferred.
