UN Job Opportunity in Jordan for Specialists in Humanitarian Programs and Project Management

UNICEF – United Nations Children’s Fund is offering an international job opportunity in Amman, Jordan for the position of Programme Specialist (Cash Based Assistance) at the P-4 level, within the Global Programme Division – Global Risk Management Cash Based Assistance Hub.

The role focuses on supporting UNICEF country offices in designing, implementing, and scaling up Cash-Based Assistance (CBA) programs in humanitarian and fragile settings, with a particular focus on the Middle East and North Africa (MENA) region.

The Programme Specialist will contribute to developing more effective systems for risk management, monitoring, and verification, while strengthening links between humanitarian cash assistance and national social protection systems. The role also involves supporting partnerships and building the capacity of country offices and partners.

• Provide technical and operational support to UNICEF country offices in designing, implementing, and scaling up cash assistance programs.
• Support mechanisms for delivering direct cash assistance and rapid response in humanitarian settings.
• Undertake field missions to countries when required.
• Coordinate across beneficiary data management, finance, and cash assistance teams.
• Build partnerships with governments, UN agencies, NGOs, and other stakeholders.
• Develop risk management, monitoring, and verification systems to ensure program quality and accountability.
• Review strategies, plans, and program documents related to cash-based assistance.
• Analyze data and document lessons learned and best practices.
• Represent the Global Cash Hub in inter-agency coordination meetings and forums.
• Support the integration of cash assistance across sectors such as education, health, nutrition, child protection, WASH, and humanitarian response.
• Develop capacity-building programs, technical guidance, and standard operating procedures.

Applicants must meet the following requirements:

• Hold an advanced university degree in one of the following fields:
  • Social sciences.
  • Public administration.
  • International law.
  • Public health.
  • Nutrition.
  • International relations.
  • Business administration.
  • Or another relevant field.
• Have at least 8 years of professional experience supporting humanitarian response at both national and international levels.
• Have at least 6 years of specific experience in cash assistance programs in humanitarian contexts.
• Demonstrate strong experience in designing, implementing, and monitoring Cash-Based Assistance programs.
• Be able to provide technical and operational support to country offices both remotely and in the field.
• Have experience in risk management, monitoring, and verification.
• Possess strong analytical, data collection, and reporting skills.
• Have experience in building the capacity of staff, partners, and government counterparts.
• Be fluent in both English and French.
