Opportunity description

The United Nations Development Programme (UNDP) has opened applications for a Programme Specialist position in the Gaza Strip, Palestine, under the UNDP Programme of Assistance to the Palestinian People (UNDP/PAPP). The position is full-time at the NPSA-10 level, with an initial contract duration of 6 months, and focuses primarily on programme management, economic recovery, project management, monitoring and evaluation, partnership building, and resource mobilization.

The position is part of UNDP’s efforts to support early recovery, reconstruction, and resilience-building in Gaza, including the restoration of essential services and infrastructure, support for inclusive economic recovery, strengthening governance and social cohesion, as well as programmes aimed at restoring livelihoods and developing small and medium-sized enterprises.

Duties & responsibilities

The employee will be responsible for a range of duties, including:

  • Contributing to the analysis of political, social, and economic conditions and supporting the preparation of programme plans and strategic documents.
  • Contributing to the design and implementation of programmes and projects related to economic recovery.
  • Overseeing the planning, budgeting, implementation, and monitoring of assigned projects and programmes.
  • Applying Results-Based Management (RBM) tools and tracking progress toward strategic results.
  • Supporting data collection and its use in implementation, monitoring, evaluation, and learning processes.
  • Preparing and consolidating reports on activities and results, including donor reports and institutional reports.
  • Building relationships and partnerships with United Nations agencies, international financial institutions, government entities, donors, the private sector, and civil society organizations.
  • Identifying new funding opportunities and supporting the preparation of concept notes and project proposals, as well as resource mobilization efforts.
  • Providing technical and policy support and contributing to policy and institutional development and efforts to address development challenges.
  • Organizing training sessions for operations and project staff on programme-related topics.

Eligibility criteria

Applicants must have:

  • A Master’s degree or equivalent in one of the following fields:
    • Business Administration.
    • Public Administration.
    • Economics.
    • Political Science.
    • Social Sciences.
    • Or a related field.

OR

  • A Bachelor’s degree in one of the above fields, combined with two additional years of qualifying professional experience.

Required Experience

Applicants must have:

  • At least 5 years of relevant professional experience with a Master’s degree.
  • Or at least 7 years of relevant professional experience with a Bachelor’s degree.

The required experience should be related to management advisory services and/or the design, monitoring, and evaluation of development portfolios and projects.

The position also requires:

  • Previous experience in economic recovery programmes.
  • Strong knowledge of results-based management and project implementation.
  • Experience working in conflict-affected or transitional environments.
  • Ability to use computer applications such as Word, Excel, databases, and electronic management systems.
