Opportunity description

UNESCO is offering a consultancy opportunity as part of its Technical and Vocational Education and Training (TVET) development project in Jordan. The selected consultant will lead the design and implementation of consultations with private sector stakeholders to develop national awareness messages that strengthen the image of vocational education and encourage employers to play a more active role in work-based learning and training programmes.

Duties & responsibilities

  • Develop the work plan and methodology for conducting private sector consultations.
  • Identify, engage, and coordinate with 80–100 private sector stakeholders and organizations.
  • Organize and facilitate five consultation workshops with key stakeholders.
  • Develop a private sector awareness messaging framework containing five core messages.
  • Prepare workshop reports and a comprehensive final report.
  • Provide strategic recommendations to support the national vocational education awareness campaign and strengthen private sector engagement in TVET initiatives.

Eligibility criteria

  • Master’s degree or equivalent qualification in:
    • Media
    • Communications
    • Journalism
    • Public Relations
    • Or a related field.
  • At least 10 years of professional experience in:
    • Stakeholder engagement
    • Campaign and event management
    • Strategic communications
    • Development of awareness and advocacy messaging.
  • Experience working with the private sector, chambers of commerce, business associations, or professional organizations.
  • Strong analytical, reporting, facilitation, and consultation management skills.
  • Experience in Technical and Vocational Education and Training (TVET) projects.
  • Good understanding of the Jordanian labour market and private sector landscape.
  • Experience working with government institutions, United Nations agencies, or internationally funded development projects.
  • Familiarity with BTEC programmes and competency-based education and training systems is considered an asset.
