About the Department of Education and Higher Education in the Palestine Liberation Organization:
Al-Shukairy formed a preparatory committee for holding the first Palestinian National Congress. Its members were selected by preparatory committees, which were appointed and supervised by Al-Shukairy himself in every country where the Palestinians congregate. These committees listed the names of candidates for membership in the conference. Then, a certain central preparatory committee took over the coordination of the nominated names and prepared a final list that included representatives of the various Palestinian congregations. Al-Shukairy included former Palestinians in parliaments, notables, Jordanian ministries, and municipal and village councils. The conference was held on May 28, 1964 in Palestine, in the presence of King Hussein, and the participation of the foreign ministers of all Arab countries except for the Kingdom of Saudi Arabia, which boycotted the conference. The conference issued the declaration of the establishment of the Palestine Liberation Organization, the adoption of its national charter, the ratification of the statute and the internal regulations of the National Council, and the election of Abdul Majeed Shoman as Chairman of the Board of Directors of the National Fund and a member of the Executive Committee. The conference issued several decisions, military, political, financial, and media. A preparatory committee was formed, headed by Ahmed Al-Shugairi, which selected 419 members, who constitute the first Palestinian National Council.
