Opportunity description

The United Nations Children’s Fund – UNICEF is offering a national consultancy opportunity in Beirut, Lebanon, to support the development of the operational framework for Lebanon’s National Early Childhood Development Strategy. The consultancy will last 2.5 months and follow a hybrid working arrangement, combining office-based and remote work.

This assignment follows the completion of the National Early Childhood Development (ECD) Strategy by Lebanon’s Ministry of Social Affairs through the Higher Council for Childhood. UNICEF will support the transformation of the strategy into a practical and phased operational framework that defines implementation, coordination, accountability, resource mobilization, and monitoring mechanisms.

The consultant will lead a participatory process in collaboration with the Ministry of Social Affairs, the Higher Council for Childhood, and UNICEF, while also consulting relevant ministries, civil society organizations, and academic institutions. The goal is to develop an endorsed operational framework, a clear implementation roadmap, and an initial costing and financing framework.

Duties & responsibilities

  • Support the transformation of the National Early Childhood Development Strategy into an actionable operational framework.

  • Develop a phased roadmap for implementing the strategy.

  • Support the establishment of clear coordination and accountability mechanisms among relevant stakeholders.

  • Consult and coordinate with ministries, government institutions, civil society organizations, and academic institutions.

  • Develop results frameworks, indicators, and implementation monitoring mechanisms.

  • Contribute to the development of tools for tracking implementation and identifying risks.

  • Support the preparation of initial estimates for program costs and financing needs.

  • Contribute to financing analysis, resource alignment, and resource mobilization for the implementation of the strategy.

  • Integrate considerations related to equity, gender equality, disability inclusion, child protection, emergency preparedness, and climate resilience.

Eligibility criteria

  • A Master’s degree in one of the following fields or a related discipline:

    • Early Childhood Development.

    • Public Policy.

    • Public Health.

    • Education.

    • Social Policy.

    • Economics.

    • Development Studies.

    • Public Administration.

  • At least 10 years of relevant professional experience.

  • Strong experience in translating multisectoral strategies into operational plans and frameworks.

  • Experience in implementation planning, governance, or public sector reform.

  • Specialized knowledge of Early Childhood Development (ECD) and the Nurturing Care approach.

  • Strong understanding of government systems, inter-ministerial coordination, and accountability mechanisms.

  • Experience in developing results frameworks, indicators, implementation monitoring tools, and risk matrices.

  • Experience in program costing, financing analysis, budget mapping, or resource mobilization frameworks.

  • Excellent skills in facilitation, analysis, information synthesis, writing, and report preparation.

  • Knowledge of issues related to equity, gender equality, disability inclusion, protection, emergency preparedness, and climate resilience.

  • Proficiency in Word, Excel, and PowerPoint.

  • Fluency in both Arabic and English, spoken and written.
