Opportunity description

The United Nations Children’s Fund (UNICEF) is offering a consultancy opportunity in Lebanon for a National Consultant to Support the Development of the Operational Framework for the National Early Childhood Development Strategy. The assignment aims to translate the national strategy into a clear and actionable implementation plan that contributes to improving services and policies for children during the early years of life.

The consultant will work in collaboration with the Lebanese Ministry of Social Affairs, the Higher Council for Childhood, and UNICEF, while consulting with relevant ministries, civil society organizations, and academic institutions to develop an operational framework that defines implementation priorities, institutional responsibilities, coordination and monitoring mechanisms, and financing arrangements.

The assignment focuses on strengthening cross-sectoral collaboration, developing indicators to measure results, and preparing a phased roadmap for implementing the National Early Childhood Development Strategy, while taking into account social equity, gender equality, the inclusion of children with disabilities, and the protection of the most vulnerable children.

Duties & responsibilities

  1. Develop the operational framework for the national strategy: Translate the Early Childhood Development Strategy into clear implementation plans and phased actions, defining priorities, activities, and the entities responsible for implementation.

  2. Strengthen coordination and governance: Collaborate with the Ministry of Social Affairs, the Higher Council for Childhood, relevant ministries, and other institutions, and develop mechanisms for coordination and accountability across different sectors.

  3. Develop monitoring and financing frameworks: Establish performance indicators, results frameworks, and implementation monitoring tools, and contribute to cost estimation, financing analysis, and identification of the resources required to implement the strategy.

  4. Integrate inclusion and protection principles: Ensure that the operational framework incorporates gender equality, the rights of children with disabilities, social equity, child protection, emergency preparedness, and climate resilience.

Eligibility criteria

  • Educational Qualifications

    Applicants must hold a Master’s degree in one of the following fields:

    • Early Childhood Development.

    • Public Policy.

    • Public Health.

    • Education.

    • Social Policy.

    • Economics.

    • Development Studies.

    • Public Administration.

    • Or another relevant field.

    Professional Experience

    • At least 10 years of relevant professional experience.

    • Extensive experience translating multisectoral strategies into implementation plans.

    • Experience in implementation planning, governance, or public sector reform.

    • Previous experience in Lebanon or in contexts facing similar humanitarian and institutional challenges is preferred.

    • Previous experience working with governments, United Nations agencies, or UNICEF is considered an asset.

    Required Skills

    • Advanced knowledge of Early Childhood Development (ECD) and the Nurturing Care approach.

    • Ability to develop operational frameworks and roadmaps for implementing national strategies.

    • Strong understanding of government systems, interministerial coordination mechanisms, and institutional accountability.

    • Ability to develop results frameworks, performance indicators, implementation monitoring tools, and risk matrices.

    • Experience in program costing, financing analysis, budget mapping, or resource mobilization frameworks.

    • Excellent analytical, facilitation, report-writing, and strategic document drafting skills.

    • Knowledge of gender equality, disability inclusion, child protection, and emergency preparedness principles.

    • Proficiency in Microsoft Word, Excel, and PowerPoint.
