Opportunity description
The International Organization for Migration (IOM) is offering a job opportunity for the position of Monitoring and Evaluation and Information Management Officer in Tunisia, supporting IOM programs related to Libya. The role aims to strengthen the effectiveness of humanitarian and development projects, improve data collection and analysis mechanisms, and measure the impact of programs and activities.
The International Organization for Migration (IOM) is part of the United Nations system. Since its establishment in 1951, it has worked to promote safe and orderly migration, provide humanitarian assistance to migrants and displaced people, and support sustainable development in cooperation with governments and international institutions.
The selected candidate will work under the overall supervision of the Chief of Mission of IOM Libya and the direct supervision of the Head of the Programme Development Support Unit (PDSU). The role will contribute to developing monitoring and evaluation systems, managing information, analyzing project results, preparing reports, and supporting the implementation of the United Nations Sustainable Development Cooperation Framework 2023–2027.

Duties & responsibilities
Develop monitoring and evaluation systems: Prepare project monitoring and evaluation frameworks and plans, define performance indicators, monitor activity implementation, and measure results in accordance with international standards and donor requirements.
Collect and analyze data and prepare reports: Oversee data collection, management, and analysis; prepare periodic reports and interim and final evaluations; review project results; and identify challenges and opportunities for improvement.
Manage information and strengthen team capacity: Design and update data collection tools, support information management systems and feedback mechanisms, and train staff on monitoring, evaluation, and reporting.
Coordinate and oversee programs: Supervise monitoring, evaluation, and information management teams, coordinate with project managers, regional offices, and headquarters, and support IOM’s contribution to United Nations programs and the Sustainable Development Goals (SDGs).
Eligibility criteria
Educational Qualifications
Applicants must meet one of the following requirements:
Master’s degree: In Political Science, Social Sciences, Business Administration, International Relations, Law, or a related field, with at least 2 years of relevant professional experience.
University degree: In one of the above-mentioned fields or a related discipline, with at least 4 years of relevant professional experience.
Required Experience
Administrative experience related to field and operational work in refugee and migration issues.
Experience in project development, program implementation, and evaluation.
Experience in Monitoring and Evaluation (M&E) and Results-Based Management (RBM).
Knowledge of technical cooperation processes and the implementation of humanitarian and development programs.
Required Skills
Good knowledge of financial and administrative management.
Advanced skills in data and information analysis and project performance evaluation.
Ability to use computers and database applications.
Excellent professional and technical report-writing skills.
Ability to conduct complex analyses of policies, requirements, and priorities related to projects.
Strong problem-solving skills and the ability to address operational challenges.
Ability to lead and motivate multicultural international teams and promote effective collaboration among team members.
