Opportunity description
The United Nations Children’s Fund (UNICEF) is offering a consultancy opportunity for 2026 titled “Investing in Teachers’ Continuous Professional Development, Improving Learning for All Children”, within the Teacher Development and Education Workforce Team of UNICEF’s Global Education Practice.
The consultancy will be carried out remotely and will be administratively linked to the UNICEF Office in Amman, Jordan, for a duration of 4 months and 25 days.
The assignment aims to develop an analytical and exploratory study on the value of investing in teachers’ Continuous Professional Development (CPD). The study will assess the effectiveness of different training and professional development approaches, their costs, equity, scalability, sustainability, and their impact on improving teaching quality and children’s learning outcomes.
The study will examine a range of professional development approaches, including structured training, coaching and mentoring, school-based learning, professional learning communities, and the use of technology in teacher training.

Duties & responsibilities
The consultant’s main responsibilities include:
Prepare an analytical study on investment in teachers’ Continuous Professional Development (CPD).
Assess the effectiveness of teacher training programs and their impact on improving education quality.
Analyze the cost-effectiveness of professional development programs by comparing their costs with their outcomes.
Examine the equity of access to training and professional development opportunities.
Assess the scalability and long-term sustainability of teacher development programs.
Analyze models of structured professional training, coaching, and mentoring for teachers.
Examine school-based and school-cluster professional learning programs.
Evaluate the role of professional learning communities in improving teacher performance.
Assess the effectiveness of technology-supported training approaches.
Analyze data related to the education workforce and public expenditure on education.
Apply statistical and economic analysis, as well as qualitative research methods, to evaluate education investments.
Eligibility criteria
Academic Qualifications
Applicants must hold a master’s degree in one of the following fields:
Economics
Statistics
Education
Public Policy
Professional Experience
Applicants must have at least 8 years of relevant professional experience, along with knowledge and skills in the following areas:
Analyzing education-sector databases and datasets.
Analyzing public expenditure and evaluating investments in education.
Analyzing and managing workforce policies.
Teacher development and education workforce management.
Applying econometric models, including cost-benefit analysis.
Conducting statistical analysis, data visualization, and presentation of findings.
Applying qualitative research methods, including interviews, data coding, and discourse analysis.
Understanding the relationship between humanitarian action, development, and peacebuilding.
