<p>The Research Grants Council (RGC) offers a Ph.D. <a href="https://www.for9a.com/en/opportunity/category/Fellowships" rel="noopener noreferrer" target="_blank"><strong>Fellowship Program</strong></a> (HKPFS) for international students, aiming to attract the best and brightest <a href="https://www.for9a.com/en/opportunity/category/Scholarships/PhD" rel="noopener noreferrer" target="_blank"><strong>Ph.D.</strong></a> students in the world to pursue their studies at Hong Kong universities. The Research Grants Council (RGC) is responsible for the competitive grant system. The RGC was established in 1991 with the objective of building up research capability in Hong Kong.
