Fully Funded Hubert H. Humphrey Fellowship for Omani Professionals in the United States 2027

The U.S. Embassy in Muscat is accepting applications from Omani professionals for the 2027–2028 Hubert H. Humphrey Fellowship Program.

The program is designed for mid-career professionals with demonstrated leadership experience who wish to strengthen their professional knowledge through non-degree academic study, practical training, and professional networking in the United States.

• Full academic tuition and fees at the host university.
• A living allowance.
• A one-time settling-in allowance.
• Round-trip international airfare to and from the United States.
• Domestic travel expenses for required program activities.
• Health insurance coverage in accordance with the program’s policies.
• An allowance for books and academic materials.
• Financial support toward purchasing a computer.
• Funding for professional visits, conferences, and field-based activities.

Applicants must:

1. Be Omani citizens.
2. Reside in the Sultanate of Oman at the time of application and selection.
3. Hold a bachelor’s degree or an equivalent qualification.
4. Have substantial professional experience, typically at least five years after completing their undergraduate degree.
5. Demonstrate leadership, managerial, or policymaking responsibilities.
6. Have strong English-language proficiency.
7. Show a clear commitment to public service and development in Oman.
8. Be willing to return to Oman after completing the program.
9. Not be U.S. citizens or permanent residents of the United States.
