Fully Funded Hubert H. Humphrey Fellowship 2027–2028 in the United States

The fellowship lasts for 10 months in the United States and includes non-degree academic study, leadership activities, professional networking, and practical training at a U.S. organization.

Fellowship Fields

The fellowship accepts professionals working in fields including:

• Journalism, media, and communications.
• Law, governance, and human rights.
• Public administration and public policy.
• Economic development.
• Finance and banking.
• Technology policy and management.
• Artificial intelligence, cybersecurity, and data.
• Public health and healthcare systems management.
• Education, planning, and education policy.
• Agricultural and rural development.
• Natural resources, energy, and water.
• Sustainability and environmental policy.
• Urban and regional planning.

• Tuition and university fees.
• Round-trip international economy-class airfare.
• A monthly living allowance adjusted to the cost of living in the host city.
• Limited accident and health coverage.
• Funding for books and academic materials.
• Support for professional activities and events.
• Participation in orientation programs and leadership development workshops.
• An opportunity to complete a professional internship at a U.S. organization.
• Attendance at specialized conferences and professional events.
• The opportunity to build an international network with fellows and experts from around the world.

Applicants must meet the following basic eligibility requirements:

• Be a citizen of one of the countries eligible for the program.
• Hold a bachelor’s degree or another recognized first university degree.
• Have at least five years of full-time professional experience.
• Demonstrate clear leadership qualities.
• Have a record of public service or community engagement.
• Possess a good command of the English language.
• Have limited or no extensive previous experience in the United States.
• Commit to returning to their home country after completing the program.
• Work in a professional field supported by the fellowship.
• Be able to benefit from an intensive academic and professional program conducted in English.
